A permanent account is like a paid account that was one large lump sum. So instead of paying each year, I paid a lot some time ago. Because I've had it so long, it means I effectively paid less per year--and if LJ manages to last ^^; it'll continue to be a good deal. And I keep getting the benefits of a paid account, even though I don't have to put more money towards it--unless I get weak and buy more icon space. ^^;
I think it was something used to boost the company's income (back before it was sold to the Russian group that runs it now). But doubtful they'd ever offer the option again, because it ends up getting them less money over time.
